periodicals, and any other material such as opinion surveys referred to the Office for the purpose of assessment. All submissions made direct to the Office were acknowledged and registered.

Confidential submissions were separately recorded but the contents therein were noted. Al 1

substantial submissions were translated. All records kept by this Office will be forwarded to the Foreign and Commonwealth Office for retention.

In the process of summarizing, analysing and assessing the submissions and views receivel, each assessment team was responsible for maintaining detailed records and making summary reports. These summary reports were examined by the Directorate for compiling the Assessment Report. Computer facilities, as an aid to the storage,

indexing and retrieval of data, were also available in the Office,

II. MONITORING TEAM

To ensure the impartiality of the work of the Assessment Office, an independent Monitoring Team was appointed by the Secretary of State for Foreign and Commonwealth Affairs. The Monitors were the Rt. Hon. Sir Patrick Nairne, GCB, MC, MA from the United Kingdom and Mr. Justice Simon LI Fook-sean froin Hong Kong. The Monitoring Team is tasked to observe all aspects of the work of this Office and is required to submit an independent report to the Secretary of State on whether it is satisfied that the Assessment Office has properly, accurately and impartially discharged its duties in its report to assess public opinion.

To enable it to carry out its task, the Monitoring Team has had, at all times, access to all material used in the assessment at the Assessment office.
