In order to test the procedures in the Assessment

Office the Commissioner, Ian Macpherson, arranged, with my agreement, a practice run based on the public response to the Green Paper on Representative Government. The staff of the Assessment Office used copies of all the material received by various branches of the government and altogether some 900 items were put through the system. Mr Justice LI participated in the exercise which took place in mid-September.

A copy of the report which was drawn up (minus its appendices and annexes) is enclosed. The Commissioner envisages a similar format for the assessment on the acceptability of the White Paper on the future. You may think it worth showing to Mr Luce on an informal basis so that he can judge whether it is the kind of report which would meet the need in Parliament. The real thing would, of course, have the major responses from influential organisations etc appended to it.
