FORMAT OF THE REPORT
1. Mr Luce has seen your submission of 12 October covering your proposed reply to the Governor on this point. He thinks that the line is broadly right. But this gives us an opportunity, which we must not pass up, to consider the presentation of the report in all its aspects. Mr Luce would therefore be grateful if you could look further at the terms of your reply in the light of the following considera- tions:

are there any other precedents or guidelines on reports to Parliament on which we might usefully draw (Parliamentary Unit may be able to help)?
while the main thrust of the report should focus on the acceptability of the agreement as a whole, it will also need to show the full range and break-down of the evidence submitted if it is to carry conviction in Parliament;
particular care will have to be exercised over the compilation of the summary and conclusions of the report. Both must be clearly consistent with the evidence contained in the main report (while an obvious enough point in itself, you may recall that there was some criticism of the Franks report on this score).
Mr Luce assumes that the report by the Monitors will be entirely separate. It might nevertheless be sensible for them to br brought into the picture at a suitably early stage to ensure consistent presentation.
