I would be grateful if you could seek authority from No 10 and the Chief Whip for the publication of a further white paper on Hong Kong. This white paper will include the report of the Assessment Office in Hong Kong, which is collating and assessing views submitted to it by the people of Hong Kong on the draft Sino-British agreement the future of Hong Kong, and the report of the independent team of monitors (Sir Patrick Nairne and Mr Justice Simon Li). We expect to receive these reports from the Governor of Hong Kong in the week beginning 26 November. We will wish to proceed with printing as soon as they have been seen by the Secretary of State. The White Paper must be laid before both Houses good time before the debate on the agreement, which we hope will take place in the week beginning 3 December. The reports will contain no commentary and we do not expect them to be controversial.
