1. The PUS has seen your submission of 7 November on this subject. He agrees with the recommendations in paragraph 11. He is not sure, however, that it will be possible to conclude as you suggest in
-
paragraph 4 -that the public response to the agreement is "overwhelmingly favourable", if - as suggested in paragraph 3 - between 50 and 60 per cent of correspondence is favourable to the agreement with 45 per cent either against or unclear.
Support for the agreement at this level should certainly be adequate for Parliamentary purposes, but if the figures are as suggested in your minute, the PUS thinks that presentation will be all the more important.
