Please refer to your minute of 12 November.

It may not have been entirely clear in my submission of 7 November, but the Assessment Office will not be basing its assessment of the views of the people of Hong Kong solely on the correspondence received by the Office. They will be taking into account views expressed in other fora, press comment, public opinion surveys etc. So far all this has been generally very favourable. Against this must be balanced a relatively small number of letters, virtually all of them I suspect from individuals, which to not accept the agreement. We now understand that many of these, which are in the form of a printed circular, are to be treated by the Assessment Office on a par with other collective views expressed by other groups of people: this seems entirely reasonable. For these reasons I continue to believe that the conclusion of the Assessment Office is likely to be that the reaction has been overwhelmingly favourable.
