MONITORS OF THE TEST OF ACCEPTABILITY

1. Sir Robert Armstrong's Private Secretary told me this afternoon that the Cabinet Office machine had produced a list of people from whom it might be possible to choose the UK monitor of the test of acceptability. This was in reply to the PUS's

letter of yesterday evening. Mr Hatfield said that

Sir Robert Armstrong would be writing to the PUS tomorrow morning, and that he might want to edit the list a bit, but that meanwhile we might like to know that the suggested names were:

a) Lord Henderson, formerly Mr Peter Henderson the

economist/statistician

b)

Sir Donald Maitland

c)

d)

Sir John Boynton, formerly Chief Executive of Cheshire County Council and Electoral Commissioner for Southern Rhodesia in 1979/80

Sir James Swaffield, recently observer for the elections in El Salvador

e)

Sir David Lane, former Conservative MP and Chairman of the Commission for Racial Equality

f)

Professor David Yardley, a lawyer with much overseas experience
