Test of Acceptability
The Secretary of State discussed this question this afternoon with the Governor.
The Secretary of State thought that the two most suitable candidates as Monitors from the UK end might be Sir Patrick Nairne (former PUS in the DHSS) or Sir John Boynton (formerly Chief Executive of Cheshire County Council).
The Governor suggested Lord Thomson of Monifieth (former Minister and Vice-President of EC Commission) and Lord Tonypandy (former Speaker Thomas of the House of Commons). The latter may be too prominent a figure, but the Secretary of State agreed that we ought to consider these four candidates seriously.
The Governor thought that we should also opt for a Chinese Judge and considered that Judge Li would be the most suitable choice.
The Secretary of State would welcome comments on the above names. The idea would be to propose one of the four candidates from the UK plus Judge Li.
Please ensure that a draft telegram reaches me having been cleared by PS/Mr Luce in time to be on desks in Hong Kong in advance of the return there from Peking of the Secretary of State and his party. The aim would then be to sound out Judge Li before the party leaves Hong Kong for the UK.
