The Monitoring Team will not itself collect or
seek to assess public opinion.

To enable it to carry out its task the
Monitoring Team will at all times :
(a) have access to all material used
(b)
in the assessment; and
be free to witness such aspects
of the exercise of consultation as
it may wish.
