Draft Terms of Reference
for the Monitoring Team
The independent Monitoring Team has been
set up in Hong Kong on the direction of the
Secretary of State for Foreign and Commonwealth
Affairs. Its role is to monitor the work of the
Assessment Office set up under the authority of
the Governor of Hong Kong to assess and report on
the views expressed by the Hong Kong people on
the Agreement between the Government of the People's
Republic of China and Her Majesty's Government on
the arrangements for the future of Hong Kong.

The tasks of the Monitoring Team are
(a)
to ensure that the assessment is
carried out properly, accurately
and impartially by the Assessment
Office;
(b) to ensure that the Assessment Office
follows faithfully the procedures
(c)
prescribed for it by the Governor in
drawing up a report on the views
expressed;
to publish a report at the same time
as, but independently of, the assessment
report, stating whether it is satisfied
with the way in which the Assessment
Office has discharged its duties.
