the Administration and the Assessment Office must be very careful not to

appear in any way to be influencing

public opinion on any aspect of the

Agreement;

(c) carry out or commission public opinion surveys either in house or by pro-

fessional firms. It is probable that

many such surveys will be carried out

by others and their results will no

doubt be sent to the Assessment Office

which will have to consider them.

/Comment:

There is likely to be public pressure

for opinion surveys to be carried out in order to ascertain the views of the 'silent majority'. The reasons for not doing this need to be spelled out e.g. difficulty of getting appropriate questions, timing, cost, size of sample, confusing results, etc. Leg. Co Members may very well press this point_7

It is early days to consider the form of the Assessment Report, but it should :

(a) avoid detailed statistical or

tabulated information;
