Office amended to take account of
HE's points. I have slightly amended the introductory paragraph to use the words of the FCO telegrams. have also cut out 'A' of the objectives as I agree this is not necessary.

copies of the FCO telegrams setting out the Secretary of State's written reply on the test of acceptability and the background document;
an attempt to set out the procedures to be adopted by the Assessment Office.
