Monitor
(Dear

I am instructed to inform you that (under
directions from) the Secretary of State for Foreign
and Commonwealth Affairs, (His Excellency the Governor
of Hong Kong) has appointed you, with effect from
(1st October 1984?) to be a member of the team set
up to monitor the work of the office set up in Hong
Kong to assess public opinion on the Agreement between
the Government of the People's Republic of China and
Her Majesty's Government on the arrangements for the
future of Hong Kong.
2.
There will be
monitors and
has been appointed by the Secretary of
State as the (other) (second and third) monitor(s).
3.
The terms of reference of the monitoring team
are attached to this letter at Annex A, together with
a copy of the terms of reference of the Assessment
Office at Annex B.
