APPOINTMENT
1.
You asked for a note of the points which Mr Luce might make when he telephones Sir Patrick Nairne and invites him to serve as the UK-based member of the team of monitors.
2. This is attached. I also attach the agreed terms of reference of the monitoring team and the assessment office. If Sir P Nairne expresses interest in the offer, Mr Luce may wish to write to him enclosing these papers and describing in more detail what the tasks of the monitors will be. We are ready to draft if you SO wish.

We learnt this morning that Mr Justice Li, а Hong Kong Justice of Appeal, has accepted the invitation to serve as the Hong Kong-based member of the monitoring team.
