TERMS OF REFERENCE FOR THE MONITORING TEAM
1. The independent Monitoring Team has been appointed by the Secretary of State for Foreign and Commonwealth Affairs.
Its role
is to monitor the work of the Assessment Office appointed by the
Governor of Hong Kong to asses S and report on the views expressed by
the people of Hong Kong on the draft Agreement between the
Government of the People's Republic of China and Her Majesty's
the arrangements for the future of Hong Kong.

The tasks of the Monitoring Team are:
(a) to
aspects;
observe the work of the Assessment Office in all its
(b) to submit to the Secretary of State
the Secretary of State a report independently of the report of the Assessment Office, stating whether it is satisfied that the Assessment Office has properly, accurately and impartially
discharged its duties and faithfully followed the procedures
presented in its terms of reference.
The Monitoring Team will not itself
itself receive expressions of public
views or seek in its report to assess public opinion.
3. To enable it to carry out its task the Monitoring Team will at
all times:
(a) have access to all material used in the assessment; and
(b) be free to witness such aspects of the exercise of consultation
and of the work of the Assessment Office as it may wish.
