FUTURE OF HONG KONG: TEST OF ACCEPTABILITY
1.
You asked to be kept in touch with action taken by the Department to make public the terms of reference of the Assessment Office and the monitoring team to be established in connection with the test of acceptability for Hong Kong.
The attached paper was today placed in the Library of the House. The terms of reference will also be tabled tomorrow in the Legislative Council in Hong Kong, where there will be a short debate on the test of acceptability.

Copies of the attached paper were also given to News Department this morning for distribution to interested journalists. We understand that one or two of the more specialist journalists might write about them in the absence of any very substantial foreign news for tomorrow's papers.
