I am directed to inform you that the Governor has appointed you with effect from 1 September 1984 to be the public officer who will be the head of the office set up under his authority to assess public opinion in Hong Kong on the Agreement between the Government of the People's Republic of China and Her Majesty's Government on the arrangements for the future of Hong Kong.
2. The terms of reference of the office, to be known as the Assessment Office, are attached to this letter, together with the terms of reference of the Monitoring Team for your information.
3.
The title of your post will be Commissioner, Assessment Office. The post will be supernumerary and ranked at point 6 on the Directorate Scale.
