Hong Kong: Test of Acceptability.
The Secretary of State has seen the minutes from the Attorney General's Department of the Hong Kong Government, which were given to him by the Governor before he left Hong Kong. These are attached below. They cover the terms of reference for the Assessment Office and the Monitoring Team.
The Secretary of State would be grateful for further advice from the Department before he goes on holiday tomorrow lunchtime. One point which needs to be cleared up is the status and provenance of the White Paper giving the text of the agreement with China. He wonders whether this would be a British Government paper exclusively or a British and Hong Kong White Paper. The White Paper would presumably be discussed in LEGCO long before it is introduced in Parliament by Ministerial statement, which will not be until Parliament reconvenes towards the end of October. This point needs to be given further thought.
