seniority of the candidates who may be approached to serve
the UK monitor. The present shortlist consists of a former
Permanent Secretary in a British Government Department and
former Colonial Governor.

Subsistence. I should be grateful for your advice on the levels of subsistence proposed by the Hong Kong Government.
It is of course necessary for these levels to be attractive to
potential candidates, and for the UK Monitor to be
accommodated tolerably well during what will a long stint in a
Hong Kong hotel.
(iii) Travel. We have not at present budgeted for an accompanying
wife, but as we note in our explanatory annex the offer of a
wife's air fare could well turn out to be a powerful
attraction for getting the right person to agree to serve. Stationery and Secretary Expenses. We are suggesting today,
to the Hong Kong Government that they might be prepared to
bear these expenses.

4. I should be very grateful for your early reaction to what is
proposed. I hope it will be possible for us to go ahead with
securing Treasury approval very soon. We obviously need to give
candidates whom we approach as clear an indication as we can of the
potential terms on which they would be appointed.
