FUTURE OF HONG KONG: TEST OF ACCEPTABILITY
1. I should be grateful if you would now take over responsibility for these papers.

I have minuted to Finance Department to supply one last detail on the financial implications of the appointment of monitors, and we await their formal response. Once that has been received, I think the next steps are as follows:
(i) Mr Galsworthy will speak unofficially to Sir P Nairne to tell him what financial terms will be offered and to ensure that he is content.

We will then fill in form
XP 61 (attached) and send it to the administration departments for their counter-signature.
A telegram will be sent to Hong Kong, explaining what has been agreed on the financial side.
PPD will issue a formal letter of appointment to Sir P Nairne
(which we shall need to see in draft) and negotiate with him on such administrative matters
as the
abatement of his pension.
