The Agreement is the highest form of commitment binding two sovereign states and provides sufficient detail to inspire confidence.

The Chinese leadership has publicly re-affirmed their commitment to the "one country, two systems" policy, providing good grounds for confidence.

The people of Hong Kong should assist with the drafting of the Basic Law.

A strong and healthy economy is the surest guarantee for our future survival.

MISS LYDIA DUNN

The Agreement is satisfactory as to intention, content and form.

Gives six reasons why she believes the terms of the Agreement will be faithfully implemented:

(a) it is a formal and legally binding international agreement freely

negotiated between two sovereign states;

(b) the Chinese leadership would surely not have committed so much effort into reaching an agreement if they had no intention of adhering to its terms;

(c) the Chinese leadership have publicly staked their personal prestige

and reputation in the eyes of the world;

(d) the Chinese leadership have stated that it is in China's national

interest to implement the terms of the Agreement;

(e) the Chinese people themselves will not easily accept any move which is likely to make the Hong Kong SAR fail to help in the recon- struction of China; and

(f) the Chinese leadership cannot afford to prejudice the ultimate achievement of the objective of the reunification of China by failing to observe the terms of the Agreement.

A suitable structure of government must be established well before 1997 which will stand the test of time after 1997.

MR. PETER C. WONG

Rejecting the Agreement may lead to a unilateral declaration by China, which may be less detailed and not be legally binding.

Strongly commends the Agreement to the people of Hong Kong because it provides the necessary assurances about Hong Kong's future.

The people of Hong Kong should take full advantage of this Agreement and build for themselves a successful future.

Discusses the following:-

(a) the Agreement is an international document, it is legally binding; (b) the Agreement contains far more detail than expected;
