substantive negotiations, most especially on
control.

This Government will play its full and proper part
in the process of rapprochement between East and West.
The Gracious Speech speaks of our working continually
for a greater atmosphere of trust between the two
sides. That is indeed our aim and our purpose. It is
the reason why we shall in the next twelve months be
welcoming two senior members of the Soviet Politburo to
London.
9. We are glad that Mr Gorbachev has been able to
accept our invitation to lead a delegation from the
Supreme Soviet to London in December. His visit - his
first to this country is of course a Parliamentary
one, and he will be here as your guest, Mr Speaker.
But I know that Mr Gorbachev plans to call on members
of the Government, and I much look forward to meeting
him myself.
10. Our other senior Soviet visitor is one who has
been to Britain many times before. Mr Gromyko has
indicated that he hopes to visit London next year.
