HONG KONG AGREEMENT: PARLIAMENTARY DEBATE: MOTION
Further to my minute of 4 October about the timing of
the debate in the House of Commons on the Hong Kong
Agreement, I have been giving thought to the terms of the
motion that we should put to the House.

The most obvious precedent is the debate on accession to
the European Community in 1971, when Sir Alex
Dougla
Las-Home moved "that this House approves Her
Majesty's Government's decision of principle to join the
European communities on the basis of the arrangements
which have been negotiated". In the case of Hong Kong se

to sign the Agreement we have negotiated with the
