1. We have been giving thought to the terms of the motion for the debate in the House of Commons on the Hong Kong Agreement. The Secretary of State has proposed that this, and a similar debate in the House of Lords, should take place in the week beginning 3 December.

The most obvious precedente for the Hong Kong debate is the debate on excession to the European Communities in October 1971, when Sir Alex Douglas-Home moved,
"that this House approves Her Majesty's Government's decision of principle to join the European Communities on the basis of the arrangements which have been negotiated".
