The reflects the preference which we seperately expressed for option (b) in paragraph 3 of Mr Hum's minute of 5 October to Mr Burrows. It seems to me that option (a) is rather long winded, and that option (c) does not meet

meet our requirement for Parliamentary approval of HMG's decision of principle to sign the Agreement.

3. We should bear in mind that we need to tell Hong Kong/Peking about the terms of the motion. I think that we should do this only when the Secretary of State and the Lord Privy Seal have signalled their agreement to our proposal.
