HONG KONG: SECRETARY OF STATE'S MEETING WITH WHIPS

1. The Secretary of State may find it useful to have a checklist

of points to raise with the Whips at his meeting at 0900 on

Friday 23 November.

A (a) Length of Debate: I note from the Private Secretary's

minute of 20 November that this is already being discussed between Whips. Where do we stand? The

Department has no strong views on this: it would seem best to do whatever will most satisfy MPs. But I

expect that a two-day debate would be well received in

Hong Kong.

(b)

Motion: The Secretary of State will wish to raise the

form of the motion: he was inclined to go for one in the following terms:

"That this House, having considered the views of the people of Hong Kong as set out in the reports laid before it,

approves Her Majesty's Government's

intention to sign the agreement on the future of Hong Kong negotiated with the Chinese government".
