Mr Ricketts, in his Minute to Mr Galsworthy of 20 September, recorded that the Secretary of State had suggested, among other ideas, that the Bank of England should be encouraged to use their own channels to other central Banks to stimulate favourable statements on the financial aspects of the Agreement on the future of Hong Kong.

The Treasury have agreed with my suggestion that you might write to Mr McMahon at the Bank, conveying the Secretary of State's idea. I submit a draft letter copied, at the Treasury's request, to Sir Peter Middleton.

As for the other points in Mr Rickett's minute: we have Washington to brief the Chancellor; Department of Transport are briefing aviation and shipping journalists tomorrow afternoon at a time yet to be decided; we shall consider a further briefing for financial journalists when we have seen who turns up for Mr Luce's and your briefings tomorrow afternoon.
