I attach a revised version of our raft of notes.

3. The key notes, with the addition of one on undertakings, remain as submitted for the forthcoming Foreign Afairs debate. The remainder are an amalgam, in some semblance of priority order, of:

an

a) other notes prepared for the Secretary of State's Parliamentary statement on 25 October (and the Secretary of State's own adjustments to these);

b) additional notes prepared to take account of reactions in both Houses to that statement.

For ease of reference, I have marked Notes under (b) above with

asterisk.

4. I think we should be adding ther to our raft of supplementaries on a regular basis. I suggest that Mrs Klowak and/or Mr Fisher might make a start by building in any points raised by MP's, or noted in Hong Kong's coverage of public reaction to the Agreement, which we have not yet taken into account. (Few, I think). Adjustments made regularly to our will help us to prepare more easily for the December debates.
