The Secretary of State has seen Mr Westmacott's minute of 16 November to you about Mr Luce's Office Meeting on that day.
As regards arrangements for Debate, the Secretary of State has mentioned that he has agreed with the Whips' Office, who have in their turn agreed with Mr Healey, that the Whips on both sides should make a realistic estimate of the number and length of speeches expected in the Debate, as a basis for deciding its length.
