HONG KONG AGREEMENT: HOUSE OF LORDS DEBATE
PS/Lady Young spoke to me today about the House of Lords debate. He asked us to submit the first version of

Lady Young's opening speech in time to go in the evening box on Wednesday 5 December. We would still be able to adjust this in the light of developments in the Commons debate: the aim would be to have a definitive version in Lady Young's weekend box. As she will also be winding up the debate, I think it will be necessary for material for her second speech to be submitted at the same time.

Mr Eldon will ensure that the House of Lords Whips have the text of the draft motion passed to the Commons Whips and make the necessary changes. He said that Conservative members of the House of Lords would be subject to a mild one line whip for the debate. He understood that the Commons Whips had not yet made up their minds about the degree of whipping for their debate: as soon as we knew this perhaps
we could let him know.
