1. I submit revised speaking notes for Mr Luce's use in winding up
the Hong Kong debate on 5 December, taking into account the points
Mr Luce made at our meeting on 3 December. In particular I have
revised the conclusion and added defensive points on nationality,
constitutional development, conscription, the Basic Law, HMOCS and
human rights. All the points raised by UMELCO are now covered.
2. I also attach a marked-up copy of the agreement for Mr Luce's
use during the debate.
3. Officials in the Box will have besides the complete set of
supplementaries, access to back-up support in the office, as
as the Home Office (nationality), ODA (pensions) and department of
transport (Civil Aviation and Shipping). You will be providing
secretarial support so that we can adapt the speech to take into
account the points made in the debate.
