The draft agreement, laid before this House as White Paper Command 9352 is the outcome of those negotiations. would like to pay tribute to the negotiators on both sides for the remarkable achievement which it represents. In particular I am sure that noble Lords will want to join me in expressing admiration for my Right Honourable and Learned Friend, the Foreign and Commonwealth Secretary, for his determined and patient diplomacy which played a great part in the successful conclusion of these negotiations. I would also like to pay tribute to the Governor and Unofficial members of the Executive Council of Hong Kong for their wise advice, and for the courage which which they faced often difficult decisions. The many officials involved in the
talks, from the Hong Kong Government as well as from our Diplomatic Service, showed dedication and great
resourcefulness.
