Reference has been made [in another place] to the need
to provide certain undertakings to those who could feel
themselves at risk in Hong Kong after 1997.
I can assure the
House that the Government have this point very much in mind.
In certain very limited cases, certain rights of admission
will exist under the discretion of the Home Secretary in the
UK. That will be on a very limited basis for people who were
exposed to special considerations and special factors.

Individual rights of abode in the UK are not affected by
the agreement. BDTCs do not have this
right of abode now;
But rights of abode.
nor will their future status carry it.
