HONG KONG DEBATE: MONDAY 10 DECEMBER

1.

The debate in the House of Lords will start at 14.50hours. It could go on until about 2300 hours.

Mr Galsworthy will be in the Box throughout the debate. Dr Wilson will be in the box for Lady Young's opening speech and the first Opposition speech. He will return to the Box towards the end of the debate. Support will be provided from 1600 1730 by Mr Powell, from 1730 1900 by Mrs Klowak, from 1900 2030 by Mrs Priest and from 2030 until the end of the debate by Mr Powell. There will be no room In the Box for "support" until after the first speech by the Opposition. Mr Burrows will be in the Box during most of the debate, as will Mr Emery from the Home Office. Mr Fries, Assistant Secretary, B2 Division, of the Home Office may also attend the debate for a brief spell. Lady Young's office will arrange secretarial services in the House.

3. Mr Hum (tel 233 4381) and Miss Holmes (tel 233 3576) will remain in Hong Kong Department throughout the debate.
