Every care must be taken to avoid undue haste in preparing the Basic Law since it is this document which will ensure the continued application of International Rights and obligations affecting Hong Kong and in this respect considerable responsibility will rest upon the Joint Liasion Group formed to meet the requirements for consultation on the implementation of the Joint Declaration both in letter and in spirit.

The important thing is that all parties support the Agreement

and take a positive outlook in interpreting its provisions.

Hong Kong is not an independent State and it is thus important that other Governments and foreign interests should see

China's open-door policy as an opportunity to work with China.

Britain needs to develop foreign trade and new markets for its produce

in this part of the world and in this respect Hong Kong, as a Special

Administrative Region of China, can play a significant role.

It may well be that during the transitional period China

may adopt three systems:

Socialist disciplines to control the vast masses

comprising the country's population

tentative capitalism as permitted in the Special

Industrial Zones now being established

enlightened capitalism in Hong Kong and possibly,

at some later date, for Taiwan.

In the past the flow of technology was from North to South

today, it is from West to East.

To my mind, I see the Special Industrial Zones established in

various parts of China as doors open to the West through which expertise

and management skills will be absorbed into China's administration.

Today, China is well on the way to taking the lead in shaping

a different and more unified world, where present extremes can meet on a

common base, where the highest common factors can be explored and where

agreements can be reached on the basis of the lowest common denominator.

Leadership is being up-dated and now all over China there is a

new breed of cadres who are not afraid to innovate and experiment. We should not underestimate this great country's ability to adapt to changing

concepts.
