MOTION FOR THE WHITSUN ADJOURNMENT
1.
The motion for the Whitsun Adjournment will be debated on Thursday 17 May starting at about 7.00 pm and lasting a maximum of
3 hours. The Leader of the House (Mr Biffen) has asked for briefing material for his use in winding up the debate.
2. In the past, briefing has been required on any FCO matter which may be raised by backbenchers as reasons why "the House should not adjourn". Instead, on this occasion it has been decided to concentrate on only a few highly topical issues.
3. The subject of concern to your Department are ticked below:
Hong Kong (HKD)
Iran/Iraq (MED)
Cyprus (SED)
Lebanon (NENAD)
Libya (NENAD)
El Salvador (MCAD)
Vienna Convention (PD)
Afghanistan (SAD)
4.
Namibia (SAfD)
Arab/Israel (NENAD)
Zimbabwe (CAFD)
Chile (SAmD)
Angola (CAfD)
South Africa (SAfD)
Argentina (FID)
East/West Relations (Soviet)
Disarmament (ACDD)
EC (Budget) (ECD (I))
As always, material should be succinct and up to date. The brief should be in the form of a speaking note (unclassified) on not more than one side of a page, double spaced, supplemented by a separate brief background note as necessary also on one side, double spaced.
5. I should be grateful if your brief could reach me by NOON on Tuesday 15 May at the latest. At the same time would you please let me have the home phone number of an officer who could be contacted for · advice during the course of the debate by PS/Mr Biffen.
6. The attached note on the presentation of briefs may be useful to your Secretarial Staff.
