FUTURE OF HONG KONG: HOUSE OF COMMONS DEBATE ON 16 MAY
1. I submit, as instructed, revised material for use by Mr Luce in
his winding up speech.
2. The material takes the form which you discussed with the
Department, namely:
(i) an opening passage;
(ii)
material on individual topics for use as required
in the body of the speech;
(iii) a peroration.
3. It may be necessary to submit a revised passage on BDTCs and nationality. This can only be ascertained when negotiations between the Private Office and the Home Secretary's Office on the
nationality passage in the Secretary of State's speech have been
concluded.
