The Secretary of State's Opening Speech
The Secretary of State has worked overnight on the text of his speech. I now attach a further revision of the major portion of the speech. The Secretary of State has not had time to look again at the final three pages and I therefore attach a copy of the earlier draft of this closing passage.
The Secretary of State would welcome any final comments (in the form of drafting language please) as soon as possible. He would also welcome any thoughts on improving the final three pages which he will be looking at immediately after lunch.
