INTERNAL SECURITY FORCE FOR HONG KONG

I noted with interest the proposal of the hon Member that a
local force should be established in Hong Kong to take over
responsibility for internal security when British Forces leave
Hong Kong. Hon Members will understand that I cannot comment
further on the proposal: it would not be helpful for me to do so
while confidential negotiations on all aspects of Hong Kong's future
are under way. I can only say that we are aware of the concern in
Hong Kong that the territory should enjoy a high degree of autonomy where all aspects of its internal administration are concerned. In
M. RAF the statement which the Foreign and Commonwealth Secretary made in
Hong Kong on 20 April he said he visualised that this high degree of
autonomy would extend to responsibility for public order in the
territory.
