A draft opening passage, which deals in general with the question of confidence in Hong Kong in the period up to 1997 and beyond.
Draft passages on the following topics, which Mr Hal Miller has indicated that he will raise or which he referred to in the Commons Debate on 16 May:
(a) The Public Service (and 'the fabric of government'); (b) Pensions;
(c) Nationality (including discretionary registration and
travel documents);
(d) Immigration to the UK (including the treatment of special
categories);
(e) An internal security force in Hong Kong;
(f) Maintenance and law and order up to 1997;
(g) An alleged lack of activity by the Hong Kong Government
to promote confidence.
A draft closing passage, dealing in very summary form with the main aspects of our approach to Hong Kong's future.
Notes for Supplementaries.
We have taken account of the points made in Mr Luce's office meeting. I shall ensure that supplementary background material is made available to you for use in dealing with any questions raised in the Debate. This will include all the material prepared for Mr Luce before the full debate on 16 May. I propose that Mr Hum should be present in the officials' box during the debate.
