I am going to explain my interest in raising the
subject of Hong Kong. Firstly that I have been visiting
Hong Kong as a member of the House of Commons and had an
interest politically for about 22 years, since 1962, and
I have formed the Hong Kong Parliamentary Group in 1964
and was its first Chairman for six years. I was then
Minister in the Foreign Office responsible for Hong Kong
for four years, 1970-74 and negotiated the exchange of
Ambassadors to Peking, signing the agreement in 1972 and
was the first Western Foreign Office Minister to visit Peking
since before the Revolution in 1949.

I am going to make the following points:
Hope that China will take account of the views expressed
in both Houses of Parliament.
Point out that the time scale of the negotiations is
very tight and the difficulty of meeting the intention
of consulting Parliament before the end of September as
Westminster will be in recess from the end of July to the
beginning of October.
Importance of getting the agreement right and set out in
great detail if it is to work in Hong Kong in order to create confidence and support for the new arrangements.

Then mention the importance of detailed arrangements as far
as security and finance is concerned.
Clear that both Parliament and the Government have a clear
determination to fulfill their moral obligations to Hong Kong. Tribute to the UMELCO delegation in achieving strengthened
representation structure in the Colony in the sense that it
could handle dangers by the establishment of political
parties.
Comment on the remarkable new idea of producing two different
systems working within one country, namely a free enterprise
system in Hong Kong and of course the Communist system in
