should put to the House of Commons when it debates the

Hong Kong agreement in December.

A take-note motion would obviously be insufficient, and a

fficient,

fold motion of approval would be inappropriate, as

ratification of the agreement will only take place after

the House has passed the necessary legislation.

The most obvious precedent is the debate on accession to

the European Community in October 1971, when Sir

Alec Douglas-Home moved "that this House approves Her

Majesty's Government's decision of principle to join the

European Communities on the basis of the arrangements

which have been negotiated."

In the case of Hong Kong we

too are seeking support for our decision of principle to

sign the agreement we have negotiated with the Chinese,

although full partliamentary procedures will only be
