Clear that PRC is responsible for defence, and has right to station

troops in SAR as in other parts of its territory. Whether troops

are in fact stationed there will be a matter for the Central

People's Government.

WILL NOT CHINESE TROOPS INTERFERE IN HONG KONG'S AFFAIRS?

Agreement makes clear that public order is responsibility of the SAR

government and that troops stationed in SAR will not interfere in

its internal affairs.

Could not list all the rights that would be preserved. Agreement provides for continuation of Hong Kong's laws in this field.
