SUFFICIENT AUTONOMY IN EXTERNAL RELATIONS FOR SAR?
In keeping with its status as a Special Administrative Region, overall responsibility for the SAR's foreign affairs will lie with the CPG. However provides for the SAR to manage autonomously numerous aspects of its external relations.

SUFFICIENT AUTONOMY IN ECONOMIC AND TRADING MATTERS? Yes. Terms of agreement enable the Hong Kong SAR, on its own, maintain and develop economic and trading relations with states, regions and relevant international organisations.

Representatives of Hong Kong SAR will be able to participate, as members of PRC delegations in international organisations or conferences in appropriate fields limited to states and affecting
the SAR.
74. APPLICATION TO THE SAR OF INTERNATIONAL AGREEMENTS?
For the CPG to decide, after seeking the views of SAR Government, on application to SAR of international agreements to which the PRC is or becomes a party. International agreements to which the PRC is not a party but which are implemented in Hong Kong, may remain implemented in the Hong Kong SAR. CPG shall, as necessary, authorise and assist the SAR Government to make arrangements for the application to the SAR of other relevant international agreements.
75. MAINTENANCE OF FOREIGN CONSULAR AND OTHER OFFICIAL OR
SEMI-OFFICIAL MISSIONS?
The agreement sets out appropriate arrangements for the maintenance of existing missions and for the establishment for new ones.
76. WILL HONG KONG CONTINUE TO BE A MEMBER OF COMMONWEALTH
ORGANISATIONS?
The Hong Kong SAR will not be a member of the Commonwealth.
77. WILL FOREIGN COUNTRIES BE ABLE TO MAINTAIN CONSULATES IN THE
HONG KONG SAR?
