1. I understand that the FAC reached the following decisions (some of which may not yet be public) at their meetings on 23 and 24 October:
Future of the Falklands
The draft Report has been agreed and is likely to be ready for publication late November/early December.
The Belgrano
A
Mr Charles Wallace will be summoned to give oral evidence. letter from the Clerk to Mr Wallace suggesting dates should reach me this week.
Mr Heseltine will be asked to give evidence on 7 November in public. He will, however, be able to ask to reply to any of the questions in private; and the public session will be converted into a private one at an appropriate stage for this purpose.
UK/Soviet Relations
The start of this enquiry will be deferred until after Christmas. The seminar with academics will take place on 16 January. The Clerk would be grateful if we could advise on names of possible participants, as well as potential Specialist Advisers for the enquiry.
Hong Kong
An enquiry will not now be held this year. A major enquiry into longer term issues, eg the establishment of democratic institutions, V may be launched next year.
Famine Crisis in Africa
Mr Raison is being asked to give oral evidence on 28 November. ODA will take the lead.
