The outcome of the trilateral South Africa/Angola/US

talks in Lusaka looks particularly encouraging.

the region as a whole. Our view has long been that

direct negotiations offer the best way to reduce

cross-border violence and to build trust. It will take

time for confidence to be established but we are

encouraged that a start has been made.

My hope is that progress on issues like Namibia and

in bilateral relations will encourage the South African
