HOUSE OF LORDS: SPEECHES FOR FOREIGN AFFAIRS DEBATE, 29 FEBRUARY

I submit

(a) A draft speech for Lady Young to use when opening for
the Government in the Foreign Affairs Debate in the
House of Lords on 29 February.
(b) A draft speech for winding-up the Debate (inevitably
incomplete at this stage).
The drafts follow the lines agreed with Lady Young in our
meeting with her on 13 February and have been cleared with
departments.
3. The Hong Kong section will need up-dating when the outcome of
the present round of negotiations is known. FID expect to be
able to say something more substantial than the present paragraph
23 before the Debate. Sections for other fast-moving situations
(eg Lebanon and the Gulf) are also likely to need amending
before the Debate.
