The Foreign and Commonwealth Office bas been asked to advise the Leader of the House of Commons on the attached "early day" Motion.

AD early day" Motion is not normally debated unless the Government provides time for it. Members who support the objectives of this Motion are likely to press the Leader of the House, when he makes his regular Business Statement on Thursday each week, to provide Government time-for a debate. He will usually want to refuse politely.

Would you please prepare a speaking note which the Leader of the Bouse can use if the subject of the attached Motion is raised? The Dole should be beaded with the subject and the bumber of the Notion, and be typed double-spaced - on a single side of 44 Dive crested paper. It should consist throughout of material

which the Leader of the Bouse can use verbatim.
