FOREIGN AFFAIRS DEBATE, 22 MARCH
1. I attach the first full draft of the Secretary of State's opening speech for the Foreign Affairs Debate in the House of Commons on 22 March.
2. Some more editorial work is still necessary. The draft takes account however of the Secretary of State's comments on the draft pieces provided by departments last week. I would draw the following points to the particular attention of departments:
HKD : the Secretary of State made a number of suggestions for introducing the section on Hong Kong. This has necessitated some amendment to the text HKD provided. The department will probably wish to check to ensure that no key points are now omitted.
NENAD and MED: the Secretary of State wanted the draft put in firmer language. I have tried to do so but there may still be scope for improvement.
ECD (I): the present draft includes nothing on the European Community. Although the Secretary of State hopes to be able to defer substantial discussion until the full Community Debate to be held shortly, it may be necessary for ECD(I) to draft something at short notice on 21 March.
