35. Concern about the Gulf War has rather overshadowed the Arab/Israel
After 36 years and four wars, we are still without a solution
to the Arab/Israel dispute. It is very much in the interests of the parties
themselves one be found; and they both Arabs and Israelis would be the
principal beneficiaries. But by no means the only beneficiaries. A new
outbreak of fighting, for example, would directly affect the security of
Western Europe. And Britain has interests throughout the area which
naturally involves us in the search for a stable peace. We shall continue
to do what we can to encourage the parties towards a negotiated settlement.
We would like to see both sides to the dispute commit themselves urgently
to genuine negotiations. In the end, only negotiations can settle the
matter. That requires a commitment by both sides. And the abandonment of
violence. We, and our partners in the Ten, will do what we can to
encourage moderation. But the initiative must come from those most
